8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL FOR TERMINATION OF AGREEMENT WITH 5 STAR LEARNING, SES TUTORING PROVIDER
Description
The SES Tutoring provider, 5 Star Learning, did not meet the insurance requirements within the allotted time. No students were ever assigned to this provider.

Recommendation
That the School Board of Sarasota County approve the termination of the agreement with 5 Star Learning which had been originally approved Oct. 6, 2009 (Item #15).

10. APPROVAL FOR TERMINATION OF AGREEMENT WITH BASIC LEARNING SKILLS, SES TUTORING PROVIDER
Description

11. APPROVAL OF THE COOPERATIVE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND SARASOTA COUNTY GOVERNMENT FOR ALL HOSTING SERVICES SUPPORTING APPLICATIONS UTILIZED BY THE SCHOOL DISTRICT
Description

As a result of the ongoing collaboration between the Sarasota County Government and the Sarasota County School Board, the Hosting Services Agreement establishes a commitment for Information Technology Security and Support for nine key District applications, 47 servers supporting those applications, and filtered internet access services for the school district.



Recommendation
That the cooperative agreement between Sarasota County Government and the School Board of Sarasota County for Hosting Services supporting our applications, servers and filtered Internet access be approved.

12. APPROVAL OF FINANCIAL CONTRACT WITH THE BOYS AND GIRLS CLUBS, FOR MENTORING SERVICES PROJECT LEARN/POWER HOUR
Description

Grant funded, the Project Learn/Power Hour provides homework help and tutoring in a stable, conducive-to-learning environment to at-risk youth through the Boy and Girls Clubs of Sarasota County. The Sarasota School District is the fiscal agent.



Recommendation
That the School Board of Sarasota County approve the financial contract with the Boys and Girls Clubs of Sarasota County.

GRANTS

13. APPROVAL OF THE SARASOTA GROWS GREEN ROOFS GRANT PROPOSAL TO THE ENVIRONMENTAL PROTECTION AGENCY FOR ALL SARASOTA COUNTY SCHOOLS
Description
COMPETITIVE: Grant funds of $50,000 will provide teacher training on environmental issues, will allow CTE construction program students to gain experience using green building materials and to work with manufacturing representatives, and will allow science students at every school to work with a green roof module at their school.

Recommendation
That the School Board of Sarasota County approve the Sarasota Grows Green Roofs grant proposal.

14. APPROVAL OF THE SARASOTA ACHIEVES TRANSITION SUCCESS FOR THE SARASOTA COUNTY TECHNICAL INSTITUTE
Description
COMPETITIVE: Grant funds of $100,000 will support a transition program for adults enrolled in Adult Basic Education, English as a Second Language and/or General Educational Development instruction to successfully enter and complete post-secondary education.

Recommendation
That the School Board of Sarasota County approve the Sarasota Achieves Transition Success grant proposal.

15. APPROVAL OF THE SARASOTA ADULT VOCATIONAL EDUCATION (SAVE) GRANT PROPOSAL TO THE SUNCOAST WORKFORCE BOARD FOR THE SARASOTA COUNTY TECHNICAL INSTITUTE
Description
COMPETITIVE: Grant funds of $225,000 will be used for assessment, comprehensive guidance and counseling, alternative secondary school services, academic remediation for GED attainment, tutoring, and occupational skills training for at-risk, out-of-school, economically disadvantaged youth ages 18 through 21. 

Recommendation
That the School Board of Sarasota County approve the Sarasota Adult Vocational Education (SAVE) grant proposal.

FIELD TRIPS

16. APPROVAL OF BROOKSIDE MIDDLE SCHOOL'S CHORUS FIELD TRIP TO NEW YORK CITY, NY, ON APRIL 15, 2010 THROUGH APRIL 18, 2010
Description

This trip will give the students the opportunity to perform with other musicians/vocalists from across the United States celebrating 50 years of performances at one of the premiere performing facilities in the world.  The students will work with nationally and internationally acclaimed conductors from the Julliard School and Manhattan School of Music.



Recommendation
That Brookside Middle School's Chorus field trip to New York City, NY, on April 15, 2010 through April 18, 2010, be approved.

17. APPROVAL OF BOOKER MIDDLE SCHOOL'S CHORUS FIELD TRIP TO WASHINGTON, DC, ON APRIL 21, 2010 THROUGH APRIL 25, 2010
Description

This trip will give the students the opportunity to perform in the National Choral Competition.  The students will be learning about American music throughout the year which will culminate with a visit to the American History Museum.



Recommendation
That Booker Middle School's Chorus field trip to Washington, DC, on April 21, 2010 through April 25, 2010, be approved.

18. APPROVAL OF THE AMIKIDS INFINITY SARASOTA FIELD TRIP TO ATLANTA, GA, ON FEB. 18 - 20, 2010
Description

This trip was previously scheduled for Jan 14-16th and approved on the Jan 5th agenda, item # 27, but had to be rescheduled. 

The students will have the opportunity to learn important facts about black history and the life and legacy of the Rev. Dr. Martin Luther King, Jr. through exploration of the King Center.  Additionally, there will be a behind the scenes tour of the CNN Global Headquarters and a visit to "The World of Coca-Cola".



Recommendation
That the AMIKids Infinity Sarasota field trip to Atlanta, Georgia, on February 18-20, 2010, be approved.

EXPULSIONS

19. APPROVAL OF EXPULSION CASE NO. 10-201
Description

The student listed in Expulsion Case No. 10-201, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2011.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-201, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010 summer session, and the entire 2010-2011 academic year.

20. APPROVAL OF EXPULSION CASE NO. 10-145
Description

The student listed in Expulsion Case No. 10-145, violated School Board Policy 5.322 Prohibition Against Use, Sale or Possession of Alcohol or Drugs by Refusal to Comply with School Search.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 4, 2011.

 



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-145, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010 summer session, until January 4, of the 2010-2011 academic year.

Description

The student listed in Expulsion Case No. 10-208, School Board Policy 5.32, Zero Tolerance(1)(j) Possession, Use, or Sale of Controlled Substances and School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 14, 2011.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-208, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010 summer session, until January 14 of the 2010-2011 academic year.

Description

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-212, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010 summer session, until January 7 of the 2010-2011 academic year.

23. APPROVAL OF EXPULSION CASE NO. 09-452
Description
The student listed in Expulsion Case No. 09-452, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On May 14, 2009, the student listed in Case No. 09-452, violated School Board Policy 5.34(1)(g), Sexual Harassment.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 14, 2010.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-452, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year.

CONSTRUCTION

24. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT(S) COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR(S)
Description

The substantial completion dates, original and final contract amounts are summarized on the enclosure for ease of review.  All work has been completed and all required close-out documents have been received from the contractors.  The Executive Director of Construction Services has determined that the projects are complete in accordance with state statutes.  The two projects were completed for a net combined savings of $36,730.52 below the original contract amounts.



Recommendation

That the cited Construction Services' projects be accepted as complete and the final payment to contractors be approved as presented.

25. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES CHANGE ORDER(S)
Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total an increase of $22,526.00 in contract amounts.

26. APPROVAL OF GENERAL FUND BUDGET AMENDMENT NUMBER 1 AND CAPITAL BUDGET AMENDMENT NUMBER 1
Description

The General Fund is being amended to reflect the third recalculation of the Florida Education Finance Program and the impact of the actual results of operations through December 31, 2009.

The Capital Fund is being amended to reflect the impact of the actual results of operations through December 31, 2009.   



Recommendation

That the General Fund Budget Amendment Number 1 and Capital Budget Amendment Number 1 be approved as presented.

New Business
34. CONTRACT WITH SUNCOAST WORKFORCE BOARD TO INCLUDE MEMORANDUM OF UNDERSTANDING BETWEEN JEWISH FAMILY & CHILDREN'S SERVICE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The purpose of this contract with the Suncoast Workforce Board is to provide GED preparation, technical training, industry certification, and targeted support services to address barriers to successful completion for identified out-of-school youth.  In partnership with Jewish and Children's Family Services, mentoring, childcare, transportation, and other identified barriers to employment and successful completion of the program will be addressed in addition to the academic remediation, technical training, and career placement services.



Recommendation
That the Memorandum of Understanding between Jewish Family & Children's Service and the School Board of Sarasota County, Florida, be approved.
